The FMA Grant Program was created as part of the National Flood Insurance Reform Act (NFIRA) of 1994 with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). Consistent with Biggert-Waters Flood Insurance Reform Act of 2012 (Public Law 112-141), the FMA program for Fiscal Year 2013 and beyond includes provisions to mitigate Severe Repetitive Loss (SRL) and Repetitive Loss (RL) properties. Only NFIP-participating communities with FEMA approved Flood/Hazard Mitigation Plans can apply for FMA Project grants. The FMA program provides funds on an annual basis so that measures can be taken to reduce or eliminate the risk of flood damage to buildings, manufactured homes, and other structures insurable under the NFIP.


FEMA provides FMA funds annually on a nationally competitive basis. FEMA will select eligible project sub-applications in order of the agency’s priorities for the fiscal year FMA Grant Program (fund amounts are subject to change).

                       1. Community Flood Mitigation Activities

                        a. Advance Assistance

                        b. Community Flood Mitigation Projects

                    2. Technical Assistance

                    3. Flood Mitigation Planning

                    4. Competitive funding for property flood mitigation projects; RLs and SRLs

                    5. All other flood hazard mitigation projects not falling in categories 1-4. 


FEMA requires state, tribal, and local governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-disaster assistance, including funding for HMA mitigation projects. For more information go to this website.
